Because people who try to learn and practice often get too much self-conscious and discouraged by those who try to interfere and fix them; those with their higher command of English often scrutinize and put down those who try to practice through trials and errors. Without outputting failures, you can never succeed anyway.
But in Korea, the universal common code, English is often used with a sense of privilege and feudalistic mind by those Korean snobbish "bourgeoisies" to discriminate others.
When every fucking thing comes in Korea, it becomes inferiorized; Koreans are very gifted with such an ability.
